PT Telekomunikasi Indonesia International (TELIN) and BW Digital have formed a new partnership for the development and construction of the Nongsa Changi submarine cable system linking Batam and Singapore.
The Memorandum of Understanding (MoU), signed during the International Telecommunications Week 2024 in Washington DC, responds to the unprecedented demand for connectivity and resilience between Singapore and Batam as data traffic moving between the two major data centre development sites continues to surge.
This follows the announcement of the Hawaii-Kinui-1 submarine cable system. It will link Australia, Indonesia and Singapore, with optional branch lines to the Solomon Islands, Papua New Guinea and Timor-Leste.

The 50km Nongsa Changi cable system will consist of at least 24 fibre pairs to support the data-intensive needs of digital services, DC-DC connectivity and high-density AI applications.
BW Digital and Telin plan to build and deploy a subsea cable system, scheduled for release for service (RFS) in Q4 2025. The new system will focus on technological excellence and environmental sustainability. It will interconnect data centers in Batam and Singapore, creating a seamless and efficient data transmission corridor.
“The Nongsa Changi Cable is a key element of the digital ecosystem we are building at NDP,” said BW Digital CEO Ludovic Huthier. ““Landing so close to our data center campus will provide data center operators with fully diverse and secure connectivity, allowing us to better serve spillover demand from Singapore.”
