A federal judge in Texas on Wednesday temporarily blocked a Federal Trade Commission rule banning noncompete agreements, a new regulation that business groups have vigorously opposed.In a 33-page opinion, Judge Ada Brown concluded that the agency lacked the authority to issue the rule, which prohibits employers from including noncompete clauses in employment contracts.
