Indonesia is looking for companies to provide consulting services as part of an upcoming digital transformation project backed by the World Bank.
The government has issued a request for expression of interest (REOI) to identify vendors willing to participate in the project in the areas of digital identity, electronic know-your-customer (e-KYC), biometric authentication and data exchange.
The project will run for 48 months and be based in Jakarta, with submissions due by July 29, 2024.
Last year, Indonesia received a $250 million loan from the World Bank to expand digital ID and strengthen population registration efforts, especially in lagging provinces and vulnerable populations. The ID for Inclusive Service Delivery and Digital Transformation Project is supporting the Directorate General of Population, Ministry of Home Affairs, in developing key digital public infrastructure (DPI), including an identity verification and e-KYC platform, a digital ID app, and a data exchange platform.
The program outlines five elements towards improving the digital identity ecosystem: The first element is to increase the issuance of legal identity documents such as National Identity Numbers (NIKs), electronic national identity cards (e-KTPs) and birth certificates.
The second element is the development of an identity verification and eKYC platform for online transactions, and the third element is the incorporation of public and private services into the system, which includes securing data exchange and introducing an Automated Biometric Identification System (ABIS).
Finally, the fourth element includes legal and regulatory reform and human capital, while the fifth element includes project management, monitoring and evaluation.
