PT Telekomunikasi Indonesia International (Telin) and Indosat Ooredoo Hutchison (IOH) have formally announced a strategic partnership to improve Indonesia’s telecommunications infrastructure through the development of the Indonesia Cable Express System 2 (ICE System 2).
The cooperation will be formalized through a Memorandum of Understanding (MoU) signed on 28 August 2024, and marks a significant step towards meeting the growing demand for high-quality connectivity in key regions within and outside Indonesia.

ICE System 2 is aimed at meeting the growing connectivity needs of various landing points in Indonesia, including Jakarta, Surabaya, Balikpapan, Makassar and Manado, as well as providing a vital link to Singapore. The system will significantly strengthen Indonesia’s communications network, improving the quality and efficiency of connections in these key locations.
As part of the collaboration, the two companies plan to expand their infrastructure through extensions connecting both IOH and Telin Points of Presence (PoPs) to ICE System 2, enhancing network reliability and providing top-tier connectivity in a cost-effective manner.

Telin CEO Budi Satria Darma Purba said: “Our collaboration with IOH on ICE System 2 will create a powerful communications network that will support Indonesia’s digital economy. We are pleased to bring this project to life and ensure seamless and reliable connectivity for businesses and consumers.”
The MoU lays the foundation for further discussions and a final agreement outlining specific roles, responsibilities and technical aspects of the project. The partnership demonstrates both companies’ commitment to enhancing Indonesia’s position in the global telecommunications industry.
